Speaking at the UN Commission on Human Rights during the vote on the resolution on the death penalty, a representative of the United States said his delegation would not support the resolution as drafted. International law did not prohibit the death penalty. Each nation should decide for itself through democratic processes whether its domestic law should permit capital punishment. In the United States, there was an ongoing public debate. But the people were of one mind in that when the death penalty was used, due process should be followed. The United States would vote against the draft resolution.
