Texas once again led all states in the number of executions this year. In 1999, Texas executed 35 inmates, and 199 since the death penalty was reinstated. Both figures are far ahead of any other state. Over 100 of the executions have occurred in the administration of Governor and Presidential candidate George W. Bush, who is proud to call himself "the law-and-order Governor." And rightly so. In 5 years in office, he has overseen the executions of 113 death row inmates, more than any other Governor in any state since the death penalty was reinstated in 1976. Texas is also the leading state in terms of sentencing juvenile offenders to death and executing them. Only one commutation of a death sentence for humanitarian reasons has been granted since the death penalty was reinstated.
