The 15 amendments to the 1991 constitution approved in November 2001 broadened rights for the Balkan state's large ethnic Albanian minority after a conflict between government forces and ethnic Albanian rebels of the National Liberation Army (UCK) from February to August 2001 brought the country to the brink of civil war.
