The 15 amendments to the 1991 constitution approved in November 2001 broadened rights for the Balkan state's large ethnic Albanian minority after a conflict between government forces and ethnic Albanian rebels of the National Liberation Army (UCK) from February to August 2001 brought the country to the brink of civil war. The Council of Europe accused Macedonian police of torture and extrajudicial killings of suspected members of the UCK in two reports published in 2003.
