The Azerbaijani TV station ANS reported that President Heydar Aliyev issued a decree pardoning 95 prisoners. Among them is the country's former Minister of National Security Nariman Imranov, whose capital punishment was commuted to 15 years' imprisonment. Nariman Imranov was arrested in the autumn of 1994 on charges of organizing the escape of four prisoners from solitary confinement at the Ministry of National Security. Seven Karabakh war veterans, who were convicted this summer on charges of organizing mass disturbances, were also pardoned.
