The Chairman of the Russian State Duma's Legislation Committee Panel Krasheninnikov announced that the Union of Right Forces (SPS) faction he represents categorically opposes the annulment of the moratorium on capital punishment. "The state is not an instrument of revenge," Krasheninnikov told the press. "We often take the problem of inevitability of punishment for that of cruelty of punishment," he said. He also noted that he understood the emotional motives of Gennady Raykov who had made this proposal after a terrorist action on Pushkin Square. Krasheninnikov also said it was a little bit strange to call for the death penalty for the criminals without even capturing them.
