The Chelyabinsk regional legislature submitted draft legislation to the State Duma that would make systematic use of narcotics a criminal offence.
In 2000 the mayor of Chelyabinsk, Vyacheslav Tarasov, proposed to introduce the death penalty for purveyors of narcotics. The regional assembly overwhelmingly upheld the proposal and sent the legislative initiative to the State Duma on August 30. It is unlikely, however, that the Duma will pass the bill.
