The Corrections Department proposed that people convicted of petty crimes or crimes committed by accident should be allowed to pay compensation to the victims instead of being sent to jail.
The idea was put forward during a seminar on the justice system which was opened by Prime Minister Thaksin Shinawatra. Thaksin said the idea of paying compensation should help improve the justice system in which the criminals have to face incarceration, or in certain cases the death penalty.
