The Council of Europe denounced the US refusal to commute a death sentence against Tracy Lee Housel, a Briton who is due to be executed. "Once again, the United States has decided to go ahead with the death penalty, despite my own plea and those made by the United Kingdom" said Council of Europe secretary general Walter Schwimmer. "The Council will not stop its campaign to bring an end to the death penalty worldwide - and we will be continuing to put pressure on and convince our observer states - including the United States," he said.
