The Council of Europe must allow Armenia an exception in the issue of capital punishment, the leader of the faction of the Armenian Revolutionary Federation, Aghvan Vardanyan, said. He said that in 1999 the Parliament of Armenia registered an unprecedented crime, and the Council of Europe must take that fact into consideration.
