The Council of Europe Parliamentary Assembly voted in favour of the Azerbaijani application for membership to the Council of Europe. The decision was approved by 120 European parliamentarians against one, whilst five abstained. Jacques Baumel, rapporteur on Azerbaijan, noted that President Heydar Aliyev abolished capital punishment without any hesitation.
