The High Court judge Dunbar Cenac sentenced Mwanga Freeman, 24, and Leroy Langford, 31, to hang for the 1998 murder of Ossie Charles, 38. Prior to the sentencing of Freeman and Langford, there had been one death row prisoner in Dominica. The last death sentence handed down by Judge Cenac was in October 1999, when a 25-year-old man was found guilty of the murder of his former girlfriend. That sentence was commuted to life imprisonment earlier in 2000, by the Eastern Caribbean Court of Appeal. Four former death row prisoners are also now serving life sentences after having had their death sentences commuted.
