the European Parliament called on the European Union to play a pioneer role in the context of the 61st session of the Commission on Human Rights at the United Nations in Geneva from March 14 to April 22, 2005. In a resolution adopted in Strasbourg, MEPs listed 36 countries where the human rights situation was a cause for serious concern and should be the object of European resolutions which should be submitted to the United Nations Commission.
MEPs notably drew attention to "the growing number of reports of executions" in Iran. They denounced public flogging, widespread repression of the press and media and arrests in the country. Regarding Iraq, MEPs condemned "terrorist groups guilty of hostage-taking, executions and attacks on minority groups" as well as "the decision by the interim Iraqi government to reintroduce the death penalty".
Concerns over China centred on arbitrary arrests, repression in Tibet and Xinjiang, and action against the Falun Gong movement and all forms of political opposition. MEPs also denounced the Union's proposal to lift the arms embargo on China. MEPs also called on the United States to immediately clarify the situation regarding prisoners in Guantanamo and to ratify the Rome state of the International Criminal Court, abandoning efforts to negotiate a special status for its military staff amounting to a form of "international immunity".
