The European Union foreign ministers decided to maintain their "common position" on Cuba which conditions cooperation with Havana on the Castro government applying reforms on human rights and moving towards political pluralism.
"The council (of EU foreign ministers) still observes in that country severe shortcomings related to the application of civil and political liberties and the refusal of the Cuban authorities to impose reforms," according to a statement released by the ministers.
However, the EU said it had noted some positive movement in Cuba and especially "more religious freedom, the non-application of the death penalty over the past two years, fewer political prisoners and a rise in the ratification of U.N. human rights instruments."
For those reasons, the European Union believes that its current policy towards Cuba "is still valid" and will continue its political dialogue with Havana which was recently renewed.
