The European Union said it wanted to see concrete action on political and economic reforms as key steps in enhancing relations with the Kenyan government.In proposals presented to President Daniel arap Moi, the EU said it was concerned about violations of freedom of assembly and expression in the country, the treatment of those in custody and an increase in mob violence and extra-judicial killings."The EU reiterates its appeal to government and parliament to reconsider the abolition of death penalty," the statement said.
