The workshop, jointly organised by Vietnam 's Institute of State and Law and Germany 's KAS Institute, discussed the limited application of capital punishment to some crimes in Vietnam compared with other countries in examining the possibility of its abolition.
The experts said, the experiences of some countries at a similar developmental level to Vietnam indicate that a premature absolute abolition of the death penalty may lead to an increase of certain crimes as potential criminals would not be deterred by this most severe of punishments. They agreed that the abolition of the death penalty should follow a road map with specific steps depending on certain social conditions. A number of them disagreed with the proposal for a revision of Vietnam 's 1999 criminal code to cease the application of the death penalty to the organisation of illegal drug use, the production and trade of fake foods and medicines, and in certain cases of corruption. They argued that abolishing the death penalty as a punishment for those particularly dangerous crimes will serve to undermine the efforts of the state and society in dealing with the worst violators of the law.
