The federal government submitted a draft of a tough anti-terrorism law to Parliament. Proposed by the JUL (Jugoslovenska Levica) party, the draft law envisages the death penalty for those who violate it. Jiri Dienstbier, the UN special rapporteur for human rights in Bosnia-Herzegovina, Croatia and Yugoslavia said the adoption of the law against terrorism and the possible death penalty envisaged in that law "would be a dangerous step that could be abused in tense situations". Igor Olujic, a lawyer from the Belgrade-based Humanitarian Law Fund said he had not seen the draft but the fact that it would be passed at federal level meant it would not include the death penalty because that was not in the federal constitution. He said "One thing we know for a fact is that it will not contain capital punishment."
