The Florida Supreme Court declined to open up DNA testing to inmates who have already pleaded guilty or no contest to criminal charges. The decision was criticized in strong terms by three of the 7 justices. The new rule is very similar to state legislation that went into effect on Oct. 1. The new rule also imposes a two-year time limit on inmates to request testing.
