Philippine President Gloria Macapagal Arroyo, vowing to resume executing criminals, ordered officials to check if it was possible to reverse decisions to grant clemency to those formerly on death row.
"Let us implement death by lethal injection in kidnap for ransom cases," Arroyo told a news conference. "This is only fitting because we have a law on heinous crimes."
Arroyo said she had learned that her predecessor, deposed leader Joseph Estrada, had commuted to life imprisonment the death sentences on six kidnappers.
She added, "I am ordering Secretary of Justice Hernando Perez to review their records and see how we can reverse this."
Arroyo on October 15 lifted a year-long moratorium on executions by ordering the Justice Department to press the Supreme Court to resolve swiftly appeals against death sentences filed by nearly 100 convicted kidnappers.
