The government approved the amendments to the Explosive Substances Act, 1908 and the Explosive Substances (Amendment) Bill, 1999 to enable the central government to include any new special category explosive substance and alter the minimum punishment to 10 years of rigorous imprisonment. The death penalty for offences under this Act was also approved.
