the head of the Honduran Congress, Porfirio Lobo, said a referendum would be held on whether to reimpose the death penalty in the Central American country plagued by a spike in murders blamed on rampant gang activity. In a broadcast address Lobo said that the death penalty should be imposed in extreme cases in which not the slightest doubt can exist regarding the criminal's guilt. He did not say when the referendum would be held. Lobo had made support for the death penalty one of the main elements of his "Work and security" political movement via which he hoped to win the internal National Party elections due to be held on February 20.
