The last hanging was in 1987, when the August 1, 1982, coup plotters Hezekiah Ochuka and Pancras Oteyo Okumu were executed following a court-martial.
The Kenya Human Rights Commission, in January 2003, said it estimated 1,270 prisoners on death row in Kenya's notoriously overcrowded maximum security prisons as of September 2002.
In February 2003, President Mwai Kibaki ordered the release of 28 death row inmates and commuted the death sentences of another 195 inmates to life in prison.
The 28 prisoners were released because they had already served between 15 and 20 years and "were of good conduct," according to Home Affairs Minister Moody Awori.
