The Latvian Embassy has asked a judge to spare the life of Richard Baumhammers, 36, who has dual U.S. and Latvian citizenship. County Judge Jeffrey Manning, who is to formally impose the sentence on Thursday, received a letter Friday from Latvian Embassy First Secretary Uvis Blums: "The embassy is deeply concerned about the possible execution of Mr. Baumhammers".However, the judge has no discretion in the case. In Pennsylvania, a jury's sentencing verdict in a capital case is binding.
