The main opposition Grand National Party (GNP) said that it would try to limit the government anti-terror body's investigative powers in a bid to prevent the possible abuse of power.
In a series of meetings attended by its policymaking and intelligence committee members, the GNP decided that the definition of terrorist acts would be limited to North Korea and international terrorism.
Under the draft anti-terrorism bill, leaders of terrorist organizations will be subject to a minimum of 10 years in prison, while potentially facing the death penalty if they are found guilty of committing serious terrorist crimes.
