The N.C. House voted unanimously to toughen penalties for chemical and biological attacks. Rep. Phil Baddour, D-Wayne, is the bill's primary sponsor. Gov. Mike Easley had requested the legislation, which would add chemical or biological weapons attacks that kill to the list of offences for which the death penalty is automatically an option.
