The Nepal government said that it did not mean to encourage people to take the law in their hands when promising rewards for Maoist leaders handed over to it.
Minister for Works and Physical Planning Chiranjibi Wagle said the government had announced the cash prizes only to ensure that it could muster the desired cooperation of the people in giving it information on the terrorists.
"The government is also well aware of the fact that the constitution forbids capital punishment. Hence it will ensure that all its actions against the Maoists are taken in conformity with the constitution of Nepal," Wagle said.
