The new CE Special Representative to Albania, Jorgen Grunnet, said that the abolition of the death sentence in Albania was de facto in force, although not yet ratified by the Albanian Parliament. "The signing of Protocol 6 by Albania makes effective the scrapping of capital punishment," the European representative said. The CE treaty on the abolition of the death sentence was pending a final ratification, but according to Grunnet, the Albanian Parliament was likely to approve it.
