The opposition Grand National Party demanded that President Kim Dae-jung apologize to the people for the diplomatic row surrounding China's execution of a South Korean drug trafficker, rebutting Foreign Minister Han Seung-soo's public apology as the height of irresponsibility.
GNP's spokesman Kwon Chul-hyun said in a statement, "The government can tighten discipline only by punishing those responsible regardless of their rank," adding, "The government should not set a bad precedent of just taking disciplinary action against powerless working-level officials in catastrophic cases."
Chang Kwang-keun, the GNP's chief deputy spokesman, said that according to the announcement of the Ministry of Justice the prosecution neglected the 41-year-old drug trafficker, Shin, "for nearly four years".
Chang insisted the government failed to seek Shin's extradition on the principle of reciprocity though it has been notified of Shin's arrest in September 2000 after it provided criminal information about him to the Chinese government.
