The provisions of the Crime and Disorder Act 1998 abolished the death penalty for the civilian crimes for which it remained on the statute books, and the Human Rights Act 1998 replaced the death penalty with a life sentence in Armed Forces legislation. The UK has therefore abolished the death penalty for all offenses and is now in a position to join EU demarches against its use in other countries. As President of the EU in 1998, the UK actually took the lead in drafting the guidelines for EU demarches on the death penalty. The EU calls upon all States to abolish the death penalty and regularly carries out such demarches.
