It hopes that will satisfy U.S. District Court Judge Jeremy Fogel who ordered the state to come up with a more humane way to executing death row inmates. He had declared California's form of lethal injection to be cruel and unusual punishment because it could cause inmates extreme pain.
Among the changes outlined are creating a "lethal injection team'' at San Quentin whose members would be interviewed and selected by the prison warden and undergo training -- including a simulated dress rehearsal -- in each of the 6 months before a scheduled execution.
The proposal submitted today is a critical step toward reinstating the death penalty in California where the execution of Michael Morales was put on hold on Feb. 21, 2006 (see).
