The Secretary General of the Council of Europe Walter Schwimmer asked Thailand's authorities to take all possible measures to lift the capital punishment meted out to the Ukrainian citizen Viktoria Mamontova.
In his letter, Schwimmer noted that Mamontova is a citizen of a CE member country, which considers capital punishment as one of gravest violations of human rights and is taking all possible measures to abolish it both in Europe and the whole world.
Ukraine's Foreign Minister Anatoliy Zlenko had appealed to Schwimmer to intervene on Mamontova's behalf.
