The Senate voted 27-1 for a bill that would make lethal injection the primary form of execution, but that would allow any condemned inmate to choose the electric chair over lethal injection. The bill's sponsor is Sen. Hinton Mitchem, D-Albertville. His bill now goes to the House, where an identical bill, sponsored by Rep. Marcel Black, D-Tuscumbia, passed 70-15 on Jan. 17. Either Black's bill must pass in the Senate, or Mitchem's bill must win approval in the House for Alabama to have a 2nd form of execution. Gov. Don Siegelman has urged the legislature to act swiftly.
