The Special Rapporteur on Extrajudical, Summary or Arbitrary Executions said that numerous allegations were received concerning such executions committed by armed insurgent groups within the country. She was also informed of death sentences issued by the military courts that fail to offer defendants the rights to appeal. Many of these cases reportedly involved soldiers accused of participating in the former military regime and convicted of treason (E/CN.4/1999/39/Add.1).
