The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions recognizes the hostile environment pervading various regions in the country. The efforts by the Indian Government to "restore faith in the democratic order and the rule of law and to prevent further loss of life" in these areas is highly appreciated. Yet, these same laws protect members of armed forces from prosecution and appear to propagate extrajudicial, summary and arbitrary deaths resulting from the excessive use of force by military personnel (E/CN.4/1999/39/Add.1).
