The Times of India reported that Justice BJ Odoki, Chief Justice of Uganda, said that rape was considered the most heinous in his country. "Since this crime involves life-long suffering of the victim, the culprit is not let off with light punishment. There is only one punishment for this crime and that is chopping off the head. Earlier, this punishment was imposed if the victim was below 14 years of age, which has now been increased to 18 keeping in view the rise in the rate of the crime," he said.
