The U.S. State Department's 1999 Report states that in the Democratic Republic of Congo, government and rebel forces as well as troops of governments backing each side also committed extrajudicial executions in 1998. Security forces murdered ethnic Tutsi and other suspected rebels. The State Department also cited reports that rebel forces massacred an undetermined number of Roman Catholic clerics and lay workers in South Kivu in August and murdered hundreds of civilians in Makobola at the end of 1998.
