The U.S. Supreme Court considered reviewing the conviction of juvenile offender Miguel Domingues from Nevada in 1999, based on his claim that international law forbids the execution of those who were under 18 at the time of their crime. The Court solicited the views of the Clinton Administration, and then decided not to take the case at this time. The International Covenant on Civil and Political Rights, which the U.S. has ratified, bars such executions. However, the U.S. took a reservation to allow juvenile executions to go forward.
