The UN Committee against torture cited concern over what it called a deterioration of the human rights situation in Guatemala, including matters involving torture. It also expressed concern over human rights abuses committed by the police. The Committee recommended, among other things that Guatemala reform its Penal Code so that it contained a definition and prohibition of torture conforming with articles 1 and 4 of the Convention.
