The US State Department issued its 27th annual report on human rights conditions world-wide. The report itself described Iraq as the world's "primary offender" with regard to rights abuses accusing the Baghdad government summary executions, mass disappearances of suspected dissidents, and routine torture, rape and beatings of prison inmates.
