The Virginia Supreme Court has issued new guidelines slashing the pay of many court-appointed lawyers in death penalty cases: $125 an hour for in-court work and $75 an hour for out-of-court work. Legal analysts said that if the lower rates became the norm, lawyers would shun capital cases.
