UGANDA: 12 CHILDREN ON DEATH ROW RELEASED
Ugandan High court judge Eldad Mwangusya ordered the release of 12 people who were arrested as juveniles and detained for 20 years following the failure of the justice minister to sentence them.

Ugandan High court judge Eldad Mwangusya ordered the release of 12 people who were arrested as juveniles and detained for 20 years following the failure of the justice minister to sentence them. They were arrested between 1991 to 2001 at the ages of 16 to 17, charged with capital offences and remanded on various places of Mubende, Wakiso, Luzira, Kigo, Kabarole, Mbale and other places. One of the released Juvenile Biriyo Isngoma says was arrested in 1991 and in 1997 Justice John Bosco Katutsi sentenced him to death though he was a minor, he appealed and court of appeal set aside the said sentence and referred the case to the minister to decide.
