UGANDA. COUNTRY ACCUSED OF OPERATING SAFE HOUSES FOR TORTURE

the United Nations Committee Against Torture (CAT) asked Uganda to explain its continued use of torture chambers commonly referred to as safe houses. A team of 10 experts on the committee, sitting in Geneva, said it was aware that suspects locked up in detention centers were severely tortured as a way of interrogation by the security agencies.
Uganda is one of 139 countries that ratified the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 1986. Each of the countries is required to provide a five-year periodic report on its efforts to comply with the provisions of the convention but Uganda had not presented any report since 1988.
