UGANDA DRAFTING BILL TO EXECUTE HIV INFECTORS

it was reported that the Ugandan government was drafting a bill to execute offenders who knowingly infected minors with HIV. If passed, any HIV-infected person who performed a sexual act with another person below the age of 18 years commits a felony called 'aggravated defilement' and, if convicted by the high court, would be executed, Defilement refers to the act of sex with a child 18 years or younger, with or without consent.
