UGANDAN PAPER URGES STATE TO REVIEW DEATH PENALTY

Ugandan Internal Affairs Minister Dr Ruhakana Rugunda ruled out the death penalty for Lord's Resistance Army [LRA] leaders when they face trial for crimes committed during the two decades of rebellion in the north.

An editorial in a major Ugandan newspaper supported this, saying ‘the government is right to support some form of punishment for [LRA leader] Joseph Kony and his top commanders without undermining the opportunity for reconciliation.’ The editorial noted that this reflected the global trend away from capital punishment and urged the government to abandon the death penalty.
