Ugandan Police chief, Major General Katumba Wamala urged for tightening of the law on rape and defilement. He said that although rape was a capital offence, none of the culprits had suffered the ultimate death penalty proscribed by the law. Katumba was speaking at the launch of the Action For Development's (ACFODE) advocacy program on defilement, rape and sexual harassment in Kampala.
