Uganda's new Constitution, adopted 4 years ago, retains the death sentence for crimes including treason, rape, robbery with aggravating circumstances, murder and arms trading. In January 1998, the President of Uganda, Yoweri Museveni, said that the organizers of the 1994 massacres in neighboring Rwanda should be hanged. In a speech at a conference at Rwanda's National University in Buture, Museveni said life imprisonment was not enough for those who planned the massacres of around one million Tutsis and moderate Hutus. His criticism was leveled against the ban on the death penalty at the United Nations International Tribunal in Tanzania, which is trying those accused of genocide in Rwanda. As many as 996 people were being held on death row, according to prison officials.
