A proposal to eliminate the death penalty in Colorado is on the way to the full Senate for debate. The Senate Appropriations Committee backed House Bill 1274 in a 6-4 vote today, sending it to the full chamber for a vote. It passed the House by just one vote and backers expect another close one in the Senate. Gov. Bill Ritter says he's open to listening to all sides before he makes his decision. He is a former district attorney who has requested the death penalty in prosecuting cases.
