The House of Delegates voted 87-52 today for Senate Bill 279 that gives significant restrictions in the use of the death penalty. The bill already has been approved by the Senate. The bill restricts the death penalty to murder cases with biological evidence such as DNA, videotaped evidence of a murder or a videotaped confession. The measure now goes to Gov. Martin O’Malley, who backed a full repeal but has indicated he will sign the bill. (see also Jan. 29, Feb. 27, March 5, 14 and 20).
