Disagreements between key lawmakers are blocking a bill to change Nebraska's method of execution to lethal injection. The bill (LB36) from Speaker Mike Flood failed to advance in the Legislature's Judiciary Committee today. It hasn't been killed, but it won't move to the whole body. Nebraska can't carry out death sentences, because the state Supreme Court ruled last year (see Feb. 8, 2008) that state use of the electric chair is unconstitutional. Sen. Steve Lathrop wants Flood to agree to change the bill, making it harder for the state to impose the death penalty. A bill (LB306) to repeal the death penalty hasn't been advanced by the committee either.
