Gov. Pat McCrory signed into law House Bill 774, a bill keeping secret the drugs used in lethal injections of death-row prisoners. The new law also removes the requirement that physicians be present during executions. That provision is meant to eliminate one of the legal hurdles that currently block the death penalty in North Carolina. The bill wase among 27 he signed on Thursday. He issued a statement on a record expunction bill, but not on any of the others.
