USA - Ohio. House passed HB 136 barring the death penalty for mentally ill

With strong bipartisan support, the Ohio House of Representatives has passed House Bill 136, which would make bar the death penalty for individuals whose severe mental illness significantly impaired their capacity at the time of the offense. The vote was 78-17. The bill now advances to the State Senate, where it will be referred to committee.
